How to Apply for E-Rate Funding: Step-by-Step Guide

The E-Rate application process can feel overwhelming, but it doesn't have to be. This step-by-step guide walks you through every phase—from creating your EPC account to receiving your funding commitment.

The E-Rate program provides schools and libraries with discounts of 20–90% on internet access, Wi-Fi equipment, and network infrastructure. But the application process involves multiple forms, strict deadlines, and compliance requirements that trip up even experienced applicants.

Whether you're a first-time applicant or looking to improve your process, this guide breaks down every step you need to follow to successfully apply for E-Rate funding.

📅 Key Timing

The E-Rate program operates on a July 1 – June 30 funding year. The application cycle begins in the fall and the Form 471 filing deadline is typically in March. Start early to avoid last-minute issues.

Before You Begin: Prerequisites

Before diving into the application forms, make sure your organization has these essentials in place:

The E-Rate Application Process: 7 Steps

1

Create or Update Your EPC Profile

Every E-Rate applicant must have an account in USAC's E-Rate Productivity Center (EPC) at portal.usac.org. If you're a first-time applicant, you'll need to create your organization's profile. If you've applied before, review and update your existing profile.

Your EPC profile includes:

  • Organization name, address, and contact information
  • Entity numbers for each building or location
  • Student/patron counts and NSLP eligibility data (for discount calculation)
  • Authorized user accounts

⚠️ Common Pitfall

Make sure your student enrollment numbers and free/reduced lunch percentages are up to date. These determine your discount percentage—outdated data means incorrect funding levels.

2

File Form 470 (Request for Competitive Bids)

The Form 470 is your public request for proposals. It tells vendors what services and equipment you need, starting the mandatory competitive bidding process.

What to include on your Form 470:

  • Category 1 services needed (internet access, data transport)
  • Category 2 equipment needed (Wi-Fi access points, switches, cabling, firewalls)
  • Specific technical requirements
  • Contract length preferences

Once filed, your Form 470 is posted publicly on USAC's website, where vendors can find it and submit bids to you.

3

Wait 28 Days and Evaluate Bids

After your Form 470 is posted, you must wait at least 28 days before selecting a vendor or signing any contracts. This is the most commonly violated rule in E-Rate—breaking it results in automatic denial.

During this period, review all bids you receive and follow proper competitive bidding rules. Price must be the primary evaluation factor, weighted at 51% or more.

⚠️ Critical Rule

Do NOT sign contracts, issue purchase orders, or make verbal commitments to any vendor before the 28-day waiting period ends. This is the #1 reason applications get denied.

4

Select Your Vendor and Sign Contracts

After the 28-day window closes, evaluate all bids using your predetermined criteria and select the most cost-effective solution. Document your evaluation process thoroughly.

Your documentation should include:

  • A bid evaluation matrix with weighted criteria
  • All bids received (or documentation that only one bid was received)
  • Written justification for your vendor selection
  • Signed contract with your chosen vendor
5

File Form 471 (Funding Request)

The Form 471 is your actual funding request. This is where you tell USAC exactly what you want funded, how much it costs, and which vendor will provide it.

Key elements of Form 471:

  • Funding Request Numbers (FRNs) for each service or group of services
  • Vendor and contract information
  • Service start and end dates
  • Total costs and discount amounts
  • List of all entities (schools/libraries) receiving service

The Form 471 filing window typically opens in January and closes in March. Check the current deadline calendar for exact dates.

6

Respond to PIA Review Questions

After filing Form 471, USAC's Program Integrity Assurance (PIA) team reviews your application. They will likely send you questions requesting additional documentation or clarification.

Typical PIA questions include:

  • Proof of competitive bidding compliance
  • Contract verification
  • Technical details about requested services
  • Entity eligibility documentation

You generally have 15 days to respond to PIA inquiries. Missing this deadline can result in denial. Our PIA review support service ensures comprehensive, timely responses.

7

Receive Your FCDL and Start Services

Once your application passes PIA review, USAC issues a Funding Commitment Decision Letter (FCDL). This letter confirms your approved funding amounts and discount levels.

After receiving your FCDL:

  • Review the funding amounts and ensure they match your request
  • Begin receiving services from your vendor
  • File invoices (Form 472 BEAR or Form 474 SPI) to receive your discount
  • Keep all documentation for at least 10 years

After Your Application: What Comes Next?

Getting your funding commitment is a major milestone, but the process doesn't stop there. Read our guide on what happens after Form 471 is filed and make sure you understand the invoicing process and document retention requirements.

If any part of your application is denied, don't panic. Many denials can be successfully appealed. Learn about winning E-Rate appeals or contact our team for help.
