PIA (Program Integrity Assurance) is USAC's internal review process where trained reviewers examine your E-Rate application for:

When Does PIA Review Happen?
PIA review typically begins in April after the Form 471 filing window closes and can continue through September or later. The timeline depends on:

The 8 Most Common PIA Questions (And How to Answer Them)
"Please provide your competitive bidding documentation."
This is the most common PIA request. USAC wants to verify that you followed proper competitive bidding procedures.
"How was price weighted as the primary factor in vendor selection?"
FCC rules require that price be the most heavily weighted factor in your bid evaluation.
"Please provide a copy of your signed contract or service agreement."
USAC verifies that contract terms match Form 471 details.
"Please verify the eligibility of [entity name]."
Common for charter schools, new applicants, or entities with data discrepancies.
"The services requested may include ineligible components. Please clarify."
USAC flags services that might not be on the eligible services list.
"Please confirm your NSLP data and discount calculation."

"Please explain the relationship between FRN costs and the contract pricing."

PIA Response Do's and Don'ts
DO:
- Respond within 5 business days (even though you have 15)
- Answer every question directly

- Check your EPC portal daily
- Include a cover letter summarizing your responses
DON'T:
- Wait until the deadline to respond
- Give vague or incomplete answers
- Argue with or criticize the reviewer

🚨 The 15-Day Rule
