The 8 Most Common PIA Questions (And How to Answer Them)

Question 1

"Please provide your competitive bidding documentation."

This is the most common PIA request. USAC wants to verify that you followed proper competitive bidding procedures.

Best Response: Provide your complete Form 470, all bids received, your bid evaluation matrix with scoring criteria, board approval documentation, and the signed contract. Include a narrative explaining your evaluation process and why you selected the winning vendor.
Question 2

"How was price weighted as the primary factor in vendor selection?"

FCC rules require that price be the most heavily weighted factor in your bid evaluation.

Best Response: Show your scoring rubric with specific point values. Price should be worth at least 30-40% of total points. Explain how you calculated price scores and demonstrate that the lowest-priced bid either won or that a higher-priced vendor won based on clearly documented non-price factors.
Question 3

"Please provide a copy of your signed contract or service agreement."

USAC verifies that contract terms match Form 471 details.

Best Response: Submit the fully executed contract showing: both parties' signatures, start and end dates, service descriptions, pricing, and any E-Rate-specific terms. Ensure the contract dates are after your Form 470 and 28-day waiting period.
Question 4

"Please verify the eligibility of [entity name]."

Common for charter schools, new applicants, or entities with data discrepancies.

Best Response: Provide your NCES school code, state education agency documentation confirming your school's status, and documentation showing your nonprofit status. For libraries, include your state library agency's listing.
Question 5

"The services requested may include ineligible components. Please clarify."

USAC flags services that might not be on the eligible services list.

Best Response: Break down your service/equipment list and map each item to the specific ESL category. If any items serve dual purposes (eligible and ineligible), provide a cost allocation showing only the eligible portion is being requested.
Question 6

"Please confirm your NSLP data and discount calculation."

USAC verifies that your discount percentage is accurate.

Best Response: Provide your most recent NSLP eligibility report from your nutrition department or state education agency. If using CEP, provide your ISP verification letter. Include student enrollment counts that match your EPC profile.
Question 7

"Please explain the relationship between FRN costs and the contract pricing."

USAC checks that Form 471 amounts match contracted prices.

Best Response: Create a clear cost reconciliation showing how each FRN amount derives from your contract. Include unit prices, quantities, and totals. If there are differences (e.g., you're only requesting partial funding), explain why.

"Was the vendor selected in the competitive bidding for this FRN an existing vendor?"

USAC investigates potential conflicts of interest or pre-selection.

PIA Response Do's and Don'ts

DO:

  • Respond within 5 business days (even though you have 15)
  • Answer every question directly
  • Attach supporting documentation
  • Be transparent about errors

  • Include a cover letter summarizing your responses

DON'T:

  • Wait until the deadline to respond
